
We’re thrilled to announce our annual Sandra Biloon Memorial Scholarship award is now open for the 2021-2022 membership year.
Sandra Biloon was a figurehead in IPMA-HR for many years and had an illustrious career in the State of Connecticut. She became Commissioner of personnel in 1976, and in 1978, Gov. Ella T. Grasso appointed her Director of Personnel and Labor Relations which is the equivalent of Deputy Commissioner, for the Department of Administrative Services. During her career, she worked closely with IPMA-HR serving in various leadership positions including president. She also traveled twice to Bangkok and twice to Beijing to teach human resources courses to senior civil service officials with IPMA-HR. She was a pillar to the HR and labor relations community and the epitome of what it means to truly serve the public. It is in her great honor that we award this scholarship.
In order to be eligible to receive the Sandra Biloon Memorial Scholarship in the amount of $250, you must be either a current member or a child of a current member. For more information, see the attached scholarship application along with the instructions and required documents.
